Why was Torres chasing Siler?
An anonymous call came into dispatch about 9:30 a.m. March 14, 2015, saying Siler — who had an active warrant for his arrest — was on his way to the Plasma Center, driving a purple Plymouth vehicle with temporary plates. The caller was later revealed to be Siler’s girlfriend, who reported her car was taken without her permission.
